    Project:
    CABI holds unique potential in IPM, SPS and overall plant health improvement which positions CABI unique as compared to related international agricultural organizations. CABI is implementing a Citrus Groove Management Project in Sargodha region.  The project focuses on capacity building of the citrus growers in the area of IPM, fertilizer application, irrigation, plant management including pruning, and effect of climate change on Kinnow plant health.
    The role of trainers (Irrigation specialist, Fertilizer application specialist, Orchard / tree management and pruning specialist, IPM specialist, Climate change specialist) would be to develop training material in consultation with the project management team, and to conduct trainings of the farmers and technical staff of the citrus processors in Sargodha region. M&E Specialist would conduct the monitoring and evaluation of the trainings conducted by the trainers. Training Assistants would help trainers in conducting the trainings.
    Job Profile
    Job Title: Citrus Groove Management Specialists (Irrigation specialist, Fertilizer application specialist, Orchard / tree management and pruning specialist, IPM specialist, Climate change specialist), Training Assistants, and M&E specialist.
    Duration of assignment:  Up to six months
    Location: Sargodha
    TORs
    1. Work under the guidance of Project Manager and Project Scientists to meet the training requirements of the funding agency
    2. Develop training material for the modules of comparative expertise and topics assigned by the project management team
    3. Conduct trainings of citrus farmers and technical staff of the citrus processors on the training calendar developed by the project funding and implementing agencies
    4. Understand and follow the training guidelines / requirements of the project funding and implementing agencies
    5. Write progress reports and develop brochures with consultation of project management team
    6. M&E specialist would work with the CABI Global Team to meet the M&E requirements of the funding agency
    7. Any other assignments required for satisfactory completion of the key role requirements
    Qualifications
    Education: Candidates for Trainers & M&E specialist positions must have at least 18 years Master of Science degree in respective disciplines of agriculture / social science from an HEC recognized university.  Training Assistants are required to have 16 years of education in Horticulture / Agriculture.
    Experience: Candidates for Trainers positions must have at least ten years intensive work experience of developing training materials and delivering trainings of the commercial citrus industry is required.  Candidates would have enough orientation of working with multi-layer stakeholder groups. M&E specialist should have at least five years’ experience of M&E of donor funded projects. Training Assistants should have experience of conducting capacity building of farmers and other stakeholders.

    Terms of Reference for Hiring of individual Consultant for Making Video Documentary on Program for Poverty Reduction

    Introduction of Taraqee Foundation:
    Taraqee Foundation, a national level NGO, registered with Security and Exchange Commission of Pakistan (SECP) under the Company’s Ordinance 1984 and engaged since 1994 in different development sectors of Balochistan i.e. Health, Education, Environment & Infrastructure, Livelihood and emergency response.
    Background Information and Rationale:
    Taraqee Foundation has engaged with PPAF in implementing a project on Institutional Development in UC Saddar Muslim Bagh of district Killa Saifullah from March 2015.  The project is mainly working with communities in five different sectors i.e. Social Mobilization, Health, Education, Community Physical Infrastructure and Livelihood.  The first phase of the project was purely on community mobilization and involving community to form Community Organizations (COs), Village Organizations (VOs) and Local Support Organization (LSO).  Each CO will be formed by involving 15 – 25 household members and their office bearers will move further to form VOs and LSO.  The community institutions also finalized their Village Development and Union Council Development Plans to identify their needs and its solutions.
    The second phase of the project is initiated by meeting the requirements of Village/UC Development Plan.  It was discovered that community institutions have to be aware with several social aspects which will support in resolving many social matters.  Currently the third phase of the project has been initiated which is the extension of second phase activities.  One of the activities is designed to publish project achievements and processes followed under the program and expressed in video format.  There will be a video documentary which will capture the overall program activities, beneficiary feedback, outcomes of activities, physical progress, women participation along with other vulnerable groups.  Taraqee Foundation is intended to hire an individual experienced consultant to make the video documentary by using best available equipment, experienced team members, and dubbing in both English and Urdu.
    Specific Objectives:
    1. To explain the program interventions through video documentary and how the interventions benefit people.
    2. To record the feedback of beneficiaries, their satisfaction level and outcomes of the activities.
    3. To record the feedback from PPAF, Italian Consultant for Project and head of Taraqee Foundation.
    Scope of Work:
    The consultant will design the entire framework for making of documentary.  Consultant will prepare its work plan to conduct meetings with Taraqee Foundation, Community Organizations, interview details from all stakeholders, filming, editing with sub-titles, dubbing, and final product.  The documentary would at least of 15 minutes and to be prepared in HD mode.  Consultant will have to visit field area (once or twice) and need to capture some ongoing activities as well as on ground physical progress.  The video will be prepared in both English and Urdu languages and prepare their sub-titles accordingly.  Dubbing would be done in professional manner by involving highly skilled individuals.  Computer graphics would be used according to the frames/scenes and must be efficient in all respect.  The consultant will agree to make changes in the documentary twice as per contact, otherwise charges will be added. 
    Eligibility of a Consultant:
    • Must have Degree in relevant subject/assignment.
    • Must have 8 years of experience in working with filming/documentary making.
    • Must have 5 years of experience in preparing documentaries for projects.
    • Must have sound knowledge of dubbing, computer graphics, editing and use of hi-tech equipment.
    • Excellent writing and presentation skills.
    Deliverables:
    • Framework of documentary design along with requirements.
    • Video product in at least two languages i.e. English and Urdu.
    • Work plan of entire assignment.
    • A brief report on assignment.
    Contract Duration:
    The assignment will be completed within 2 months’ period after signing of agreement including report submission and other deliverables.  Expected dates of training will be communicated later by TF.
    Budget and Payment Schedule:
    • Consultant will quote the budget in Pak Rupees for his/her services.
    • 50% agreed amount will be paid after signing of contact and 50% will be paid after providing final product.
    • Applicable taxes will be deducted at source i.e. 10% from filers and 15% from non-filers.

    Selection of consultant will be finalized after scrutiny on the basis of following criteria:

    Job Description:
    The main responsibilities for this position will be consist of daily function of accounting and financial transactions, Proper record keeping, filing and reviewing for generating report. He/ She will prepare vouchers and payments on daily basis. The Sr. Finance officer will work under the supervision of Finance Manager.
    • See that payments vouchers are adequately backed by supporting documents such as (i) purchase requests (ii) purchase orders (iii) vendor invoices/receipts (iv) goods received notes etc.;
    • Approve payment vouchers at the time of payment. Get counter approval from Director Finance Administration;

    • Assisting in establishing financial policies, systems and procedures, and direct or perform their development, documentation, and implementation;

    ENVIRONMENTAL ASSESSMENT CONSULTANT/FIRM Satpara Development Project - Aga Khan Rural Support Programme

    The Aga Khan Rural Support Programme (AKRSP) is an institution of the Aga Khan Development Network (AKDN). Established by the Aga Khan Foundation in 1982, AKRSP has been working in Federally Administered Gilgit Baltistan and district Chitral of Khyber Pakhtunkhwa in the field of integrated rural development with the mission to promote inclusive human development and eradicate extreme poverty.
    Satpara Development Project (SDP) is a five year project (2012=2017) funded by USAID and implemented jointly by the Aga Khan Foundation (AKF,P) and AKRSP at Satpara dam command are situated in Skardu, Baltistan.

    Job Purpose: The project is looking for a Consultant/Consulting Firm who must
    • Be able to travel to the project site(s) for vetting the parameters
    • Prepare IEE study of the project covering the scope of the project following Pak-EPA IEE/EIA regulations incorporating USAID environmental guidelines and recommendations;
    • Prepare Project EMMP (as per USAID approved template).

    Coordination and Logistical arrangements: The focal person for the assignments at SDP-AKRSP will be the Environmentalist. The Environmentalist will manage the consultant through the project staff and provide him/her with all documentation and information necessary for the assignment. The logistical arrangements for field visits will be the responsibility SDP-AKRSP.

    Timeline and inputs: The assignment is planned for ten days (commencing in first week of August 2016) including the submission of final “IEE” document.

    Qualification and Expertise Required
    • The consulting firm/principal consultant should have strong national and international experience of conducting environmental studies on water and irrigation related projects
    • The lead and co-consultant should have strong experience in development Initital Environmental Examinations and Environmental Impact Assessments
    • The lead and co-consultant should possess an appropriate higher degree in Environmental Science or Environmental Engineering
    • Deep familiarity of the consulting firm/Principal Consultant with Government policies, Pakistan’s Environmental issues and challenges
